I suspect your organization has some fast typists and this could be troublesome. Entering a blank line also enters a new paragraph, which as you noted, corrects the issue. I did some quick tests and seem to first notice the problem when typing starts on page 5. I also noted that inserting text anywhere in the document causes the same stuttering.
