OK well from a user prospective it would seem like the spell checker is in fact
not working.

What should be done is what follows:
if(spell==English-Oz-installed)
{check spell}
else
{grey out check box with note (No dictionaries installed that match $lang)}

If the document is mixed then the user would know that a English spell checker
is not going to spell check Turkish for example.

The problem at the moment is as follows:
If a user picks UK the spell check works no worries. However, if the user picks
Australia the spell checker does not work with *no* notice of why _unless_ the
user notices the little logo by the country.

Another solution is to grey out countries with no dictionarie installed with a
notice on the same panel in 'settings' about why and were to get dictionaries
from or OOo to fetch them from the web when the user picks that country.
