For details please see the DTD http://l10n.openoffice.org/source/browse/l10n/i18npool/source/localedata/data/locale.dtd?view=markup and as a sample locale data file the en_US locale http://l10n.openoffice.org/source/browse/l10n/i18npool/source/localedata/data/en_US.xml?view=markup You can generate a locale data file for your locale with the generator available at http://www.it46.se/localegen/ , please do read the comments in the DTD file mentioned above for details.
