On <http://eis.services.openoffice.org/EIS2/cws.ShowCWS?Path=SRC680%2Fsb83>, the
crash reporter was moved to the brand layer (instead of to the basis layer,
where it would belong as it is not brand-specific), as it was deemed too
difficult to resolve the various dependencies (e.g., at least Unix
crashreport.bin expects to find bootstraprc and versionrc, which are part of the
brand layer, next to itself) on CWS sb83.  See also issue 86044.

Originally, the crash reporter was in the basis layer on CWS sb83; the changes
to move it to the brand layer (that probably ultimately need to be reverted in
some way) are:
