I have found a work-around for the described problem: When you enter an explicit
left-to-right mark directly after the Hebrew word, the final vowel is preserved.
It is a little bit cumbersome, but it seems to work fine.

Some additional info for anyone facing the same problem: Such a left-to-right
mark can be inserted via the Insert menu, submenu »Formatting characters« – I am
inferring working in the German version, so the menu titles might actually be a
little different. I think you will need to have CTL support enabled for the menu
item to appear.
