of: I came here to file an issue after seeing yet another request for help by a
new user who couldn't find an "icon" for OOo on the desktop after installation.
It may not be standard practice to create links on the desktop in other
operating systems, but it is standard practice to create shortcuts in Windows,
and many users expect it. I frequently install new programs, and OOo is the only
one I can recall which does not at least offer to create shortcuts on the
desktop and Quick Launch bar. The installation does create an installation files
folder on the desktop. Sometimes new users think this is the shortcut to start
the program and come to one of the OOo forums to ask why they can't start OOo
using the "shortcut". Others try to create a shortcut by dragging soffice.exe to
the desktop and then come to the forums to complain when OOo won't start.

I think it would be better to create the shortcuts during installation. They can
simply be deleted if unwanted. Not creating them causes problems for users who
expect them to be there and don't know how to create them.
