This is a serious issue, and should be addressed, because the ODF files created
by OpenOffice.org 2.3.1 are currently semantically broken PKZIP files over
23/24ths of the planet (everywhere that UTC != localtime).
mav's suggestion of using zip-format extension 0x5455 would be a good fix.

If this "extended timestamp" field is present (and honored), it is treated as
the file's timestamp in UTC. It's therefore possible to deduce the "local"
offset of the archive itself. So the Package component could continue storing
the standard timestamps as UTC timestamps (as it is now), but with matching
extended timestamps, thereby indicating that the archive itself is "local to
UTC". This wouldn't break any existing tools which function with the MS DOS
timestamp, and it would unbreak existing tools which properly treat the MS-DOS
stamps as local.
