Please see the "Extended Timestamp Extra Field" definitions in info-zip's "appnote-iz", available here: http://www.info-zip.org/doc/appnote-iz-latest.zip If this "extended timestamp" field is present (and honored), it is treated as the file's timestamp in UTC. It's therefore possible to deduce the "local" offset of the archive itself. So the Package component could continue storing the standard timestamps as UTC timestamps (as it is now), but with matching extended timestamps, thereby indicating that the archive itself is "local to UTC". This wouldn't break any existing tools which function with the MS DOS timestamp, and it would unbreak existing tools which properly treat the MS-DOS stamps as local.
