Concerning the behavior of: "jump to next/previous note (navigator,
keybindings)" and "go to note (double click in navigator)"...

Old behavior: We jumped to little yellow boxes and then opened the modal dialog
window. Now, we changed the overall presentation of the notes and use Note
Windows. The user perceives this visual presentation totally different,
therefore we should not stay consistent to the old OOo version - we should be
consistent to the new behavior. (Example: Even the old icons for Notes in Writer
visualize a small post-it like note. The user will definitively expect to jump
to the corresponding Note Window.)

The mentioned alternative (jump to note, insert new note to edit note) is one of
our major drawbacks. As discussed in the iTeam emails, the user will not even
know why "insert note" is an equivalent to "edit note". Here, the better way is
"jump to Note Window, leave it with ESC" (and: less keystrokes / mouse 
movement).

There are some use cases where going to the Note Anchor makes sense, but with
the current functionality this is not yet required.

Max, do you think this is a matter of development time or the wrong behavior for
the user. If it is the latter one, then I think we should ask cj for help. If
there are more open questions, then we should continue this discussion to email
or to the wiki. What do you think?
