Looking at the code again I also see that VDevs are per default unmirrored while windows inherit this setting from their parent. Application windows OTOH have the setting usually set explicitly to "off" since they do their own layouting; I think this is also true for draw/impress since e.g. gradients and patterns are not mirrored. I don't know where the overlays come into play, do they perhaps use a parent window of the actual window the application draws to ? That might explain the difference.
