The file "settings.xml" is not compressed in the *.odb file.
Since my database has a large file: settings.xml of about 400kB with numerous
redundant entries that used to be compressed by about 98% in former OO-base
versions, this bug results in a greatly increased filesize.

I cannot attach my database, because its content(about 300kB uncompressed) is
confidential.
Just creating a new database with one table and one entry reproduced the effect
- settings.xml is not compressed.

Alternatively: The settings.xml file looks rather weird containing tons of
redundant data. May be this is due to an older/former bug surfacing now since
settings.xml is no longer compressed.

System: OO2.4 RC2 on Linux(XUBUNTU Gutsy)
