Besides the discussion, if this is a bug or not, we also have to talk about practically relevance. So, how likely is it, that a real existing user copies Linguistic.xcu into his installation and uses the English spell checker on Chinese language. My guess it's almost zero. Consequently, even if this is a bug, the described behavior is probably completely irrelevant. Or, did somebody notice any other bug reports like this? If not, please stop the discussion and close the issue.
