I think I've got it.
If the user switches the language in the language bar, this setting will be used
for following text input *always*. If a new document is created or loaded, the
language from the language bar is used for following text input also except for
onee case:
- when the selected language is a "western" language and
- OOo's language attribute is "english" and
- the text input does not belong to the greek or kyrillic UnicodeScript type.
This looks like a good compromise to me.
In future versions this should be replaced by a new language selection UI in
tools/options.
