2008 -------
Investigation reveals that on paragraphs, which are headings, have a hard list
style set. Thus, after loading an applying "Heading 1" to a new paragraph will
not continue the list which is build by the hard set list style.
We (MRU and I) found out that such a inconsistent text document is created, when
the outline numbering list style is changed via the "Bullets and Numbering"
dialog. The "Bullets and Numbering" dialog can be opened via menu Format -
Bullets and Numbering, when the current selection holds a heading or via context
menu on a heading paragraph.
Somehow, an additional automatic list style is created by this action and this
is applied to the selection.

Decided to fix this issue for OOo 3.0 and to raise its priority from P3 to P2
