The general principle should be this -- if a keystroke is available (user can 
press such keys), then it should be listed in OOo (*). Period. I don't know 
why those strict limitations exists, and for example ctrl+< looks like invalid 
keystroke.

(*) well, not exactly. The way OOo presents keys does not appeal to me -- KDE 
way is much better:
function -> keystroke
not
keystroke -> function

However ease of assigning keys in KDE (take a look at Konqueror for example) 
and no artificial limitations is superior to Ooo.
