Set Issue back to state 'fixed/verified'. This issues is in a CWS, which isn't
integrated in OOo 2.4.

for more details. Therefore this issue is fixed and verified, but not integrated
now. So the state 'reopened' isn't correct. Perhaps the target of this issue has
to be adjusted, because it isn't integrated in 2.4. But I do not know the plan,
when this CWS will be integrated.
