Unit tests have run-time dependencies, which are potentially substantially different to build-time dependencies. Ergo - to run 'build check' in a given module, we may want to check that a number of other things are built/delivered first - or (worse) all our tests may fail if they are not already there. We don't want to complicate & linearise the nice parallel build (even if there were no circular run-time dependencies - which there are ;-).
