Developers are working on this problem (see issue 70748 that was mentioned here) for some time but they didn't finish their work in time for the 3.0 version code freeze, so it is shifted to the next release. Before that we developed the necessary changes to the ODF format and discussed them at OASIS. This was quite time consuming. If you can do it faster, then do it.
