Correction:

It is NOT an HC issue, because OOo already does some magic so we don't display
the black borders on black background.

With the given description, this is not an issue at all:
In Tools/Options/Appearence, you configure the color to be used for the help
lines, when the table cells don't have a border.

This works.

Tools/Options/Appearence only has influence on some visual stuff, but NOT on
defaults for document content.

Closing this one - UX will write an issue to allow users to set the color to
AUTO, for other reasons.
