Actually midl.exe in VS .NET 2003 cannot compile IDL with Vista SDK. However, compiler tools' pathes are usually put before PSDK path. As midl.exe is only used at extensions/source/activex/msidl, I think it better to hack the makefile instead of fixing config_office.
