Error is the same for XP / Kubuntu using OOo 2.4 and OOo 2.3.0-Ubuntu5.3

To reproduce:

Open either an embedded form or a report ( Wizard generated only ) from a script
from an ODB file that is not open on the desktop.

The File menu items New, Open, Recent documents to not function. ( All other
file menu items appear to work properly except Exit )

This is similar to, but not identical to Issue #87930 - with the other issue
(File > Exit) the problem is removed if you open the ODB subsequent to opening
the database document. With this issue that does not make a difference, only if
the ODB file is opened prior to opening the form or report do these menu items
function properly.
