A feature, useful if you have some linked ODF documents and want to maintain the
links in OOo (e.g. traversing them). It's governed by the checkbox 'Convert
document references to PDF targets'.

By PDF/A-1 I meant that this issue should not be present exporting to PDF/A-1
(ISO 19005-1:2005) format.

I tested on Linux Debian but IMHO this the issue is present on all OS.

I don't know about ftoth OS beppec56 here ;-).
