I do not know, how to explain it to you... there is no bug.
1.)
the new created paragraph is too large to reside on first page, so it will move
together with the red line on page two. Then you delete this new empty line and
of course the red line will move back on first page, because there is enough
space for a 10 pt paragraph (but not for a 12 pt) - because in the beginning you
inserted a paragraph break - not a page break. That is automatic text flow and
this is normal in Word processing (Writer is a Word Processor NOT an editor).

2.)
Why don't you place the cursor in the beginning of the red line? When inserting
a paragraph break (or even a page break) there, you will have the desired 
result...
