Arguments that are error values or text that cannot be translated into numbers cause errors. Excel here seems to differentiate between "arguments that contain" (reference to cell containing) and "arguments that are" (direct arguments). STDEVA(A1:A3) with a cell containing text is different from STDEVA("red",1,2) (#VALUE! error) which again is different from STDEVA("23",1,2) where the text is interpreted as a number.
