this is an issue, but totally different then it looks:
When change tracking is on, notes are not deleted directly, but the deletion is
recorded and notes should be marked in a special way -> Issue 86399
When selecting "Delete All Notes" or "Delete Author's Notes", the visible postit
is deleted, which is wrong and this issue is now about, but the core field is
not. When you now do an undo operatio, the core field is not restored, as it was
never deleted, and our note will not be visible until reloading of the document,
although it is still there.
As own notes are added during change tracking and deleted during change
tracking, they get really deleted, therefore they are also restored during the
undo operation
So this issue is now about not deleting notes with "Delete All Notes" or "Delete
Author's Notes" when change tracking is on
Again, they should be marked in some special way, issue 86399
