OOo 2.4.0 scalc has a great new feature where Alt-click + drag
can be used to move rows or columns and insert rather than overwriting.

Unfortunately the feature is useless under Linux running Gnome
because the window manager preempts use of the Alt key for its own
purposes (moving whole windows).  Theoretically the wm can be
reconfigured, but most users will stick with the default and so
row/column moving will not work for them in OO.

SUGGESTED SOLUTION: Provide modal access to "insert mode" which
can be set/unset via a menu; when enabled, it is as if Alt is
always pressed when doing drag-and-drop.  Access to the Alt key
is not needed.
