Only these templates can be found by their "logical" name. How else should a document find its template if it only has the logical name but doesn't know to which template this name belongs? Other templates could be referenced by their file name though. But we thought that these names are too volatile to use them. We had this feature in very old versions of StarOffice but removed it because it was confusing (IIRC it was never available in OOo). I'm unsure if we should change that or not. I tend to "WONTFIX" but will give UX a say in that. So someone (perhaps the submitter ;-)) could bring this up on the UX mailing list. In any case this would be an enhancement, not a defect.
