Technically, the "Add Field" list (as well as the property browser) follows the "current form" (resp. control) of the document, which is the form you last selected in the view or in the form navigator, with special handling for multi selection. Now when you freshly open a document, there is no selection, thus no current form, thus no "Add Field" and property browser content. The change is that now, the form designer always tries to find a default "current form", by simply taking the first logical form found in the document (if any).
