I don't get the problem, when exporting presentations to pdf each page is
exported, it does not matter if there is content or not.

"automatically" inserted blank pages is a Writer only feature, "automatically"
inserted pages might happen if Writer is layouting the document.

Calc and Impress are not having this problem, they are page oriented. So I don't
know what can be fixed here, even if you would be able to change the "Export
automatically inserted blank pages" control, it would change nothing.
