This appears to be a difference between 2.3 and 2.4.

With 2.3, I had created a separate start menu entry for writer that had the 'run
as a different user' option checked. This was so, when logged in as my normal
user, I could run writer occasionally to access and update Adminstrator 
documents.

It all worked fine. The Administrator user had a completely different set of
personal settings - paths, recent files, settings, even whether the quick
starter was enabled or not.

As soon as I installed 2.4 (and created the extra start menu entry again), this
ceased to work. It now seems to have one common set of settings, even to the
point that if writer is running (normal user) when I start it again as
Administrator, I get a warning message about personal settings being in use or
locked. As far as I can tell, this is not due to different install options.

Whether intentional or not, this seems different between 2.3 and 2.4 - and the
2.3 behaviour was much more convenient (to me).
