I am almost certain that OOo is working correctly.

In the dialogue box when you save a new document, is the box 'Automatic file
name extension' checked? If it is not, Writer will (correctly) save the file
without the file extension, which will lead to the situation you describe. The
file extension is what Windows uses to determine what kind of a file it is, and
I'm guessing you may have unknowingly turned off that property setting.
