Even if it were a MSWindows issue, it would still be an OpenOffice issue too, as long as OpenOffice is intended to run on Windows. As for considering running OpenOffice on Linux, I've done so for many years, but still *have to* use Windows for most tasks, as do a fair number of people, for reasons other than ignorance or bloodymindedness on their own part. I see the smiley, but can't help getting frustrated. If you know of a general method for getting special characters via sensible keyboard actions in platforms where this doesn't work in OpenOffice today, please tell us all.
