Two users work on a shared spreadsheet document. User 2 deletes
two consecutive rows. User 1 inserts some content in the deleted
rows. When saving the document the conflict is not resolved
correctly.

Here's a detailed description on how to reproduce this issue:

1.) user 1 opens attached document
2.) user 2 opens attached document
3.) user 2 deletes rows 3:4 (years 2001/2002):
    - select cells A3:A4
    - Edit/Delete Cells.../OK
4.) user 2 saves document
5.) user 1 inserts content B3:'1', B4:'2'
6.) user 1 saves document
7.) 'Resolve Conflicts' dialog shows conflict,
user 1 presses 'Keep Mine' button
8.) user 1 should see the following content:
    A3:'2001', B3:'1', A4:'2002', B4:'2',
but the displayed content is different
9.) user 2 saves document
10.) user 2 should see the following content:
     A3:'2001', B3:'1', A4:'2002', B4:'2',
but the displayed content is different
