Yes, the second problem is a nsis problem. Which nsis version do you use? I
updated the packaging process to use the newest nsis versions some weeks ago.
The first problem in Windows Installer could be solved by using unicode
encoding. Please check, if in msi-encodinglist.txt the following line
mn 0 1104 # Mongolian
works better. This forces unicode in msi database.
