A cell's background does not merge with a row's background, it takes precedence
instead. Transparency results in "no cell background colour", so what you see in
the sheet "works as designed". The odd thing is that the cell's format
background dialog displays the row's background.

This is certainly nothing to be solved for 3.0, at least not by me, I got more
important things to do. Where's this 'nobody' issue account to assign to?

The scenario IMHO can only be generated in file storage, not by means of the UI.
The workaround is to not let the report generator specify a transparent cell
background, so the row background is taken. Reassigning to Ocke in case such a
quick fix is needed.
