Saving files containing special characters in their file names works for other applications. Just tried it with OO 1.1.4 to be sure and it does good. It's only OO 2.0 beta which has this "feature" (to be honest, OO 1.1.4-ximian-edition has that very same bug). File system is reiserfs, but doesn't work on other file systems, too (tried reiserfs, vfat, smbfs, ext2). Just to make sure we are talking about the same thing: does it work out at your place? I mean, are you able to save a file name being "Ãbertrag.odt" for example? (and does it still read "Ãbertrag.odt" afterwards?) Is your system configured for UTF-8?
