Ah, I see. The problem is, that in current packaging process, all empty
directories are assigned to the root package, that is not language dependent.
Unfortunately the required directory below "samples" is language dependent and
therefore has to be part of language dependent packages. I will have to improve
the packaging process (this problem would also be solved, by adding content into
the samples/<language> folder, so that it no longer has to be created without
content).
