This bug is not specific to any particular platform, nor to any particular
version of openoffice: all behave the same regarding to it.

If I open a document that includes macros in normal mode, I can get a dialogue
to authorise or not authorise the usage of the macros in the document.

However, if I open a document that includes macros in headless mode, there is no
way to authorise openoffice to use the macros.  There should be either:

a) a command line option for that; or
b) a predefined openoffice macro that can be called from the command line to
open a document with the macros activated.
