This is probably because there is no dictionary set for your localization.
In Character Police, look at the language list. If there is no sign before
yours, it means there is no dictionary set by default for your language.
That's probably not a bug, but a license issue. All dictionaries are not
installed by default in OOO.
Try File > Wizard > Install new dictionaries
or look at: http://wiki.services.openoffice.org/wiki/Dictionaries
If it doesn't work, ask more details to a user forum:
http://user.services.openoffice.org/en/forum/index.php
or anyone in your language.
