This problem still occurs for me, using OOo 2.4 on Fedora Linux 9.

In fact, the problem is common to any drag and drop operation between two
different windows.

You can demonstrate the problem as follows:
1) File > Open (any text document with more than a few paragraphs--two pages or
more is better), e.g.
http://specs.openoffice.org/writer/autoscrolling/AutoScrolling.sxw
2) Position the edit cursor at the end of the document (Ctrl+End)
3) View > Data Sources > Bibliography > Tables > biblio
4) Select the <Identifier> column from the data grid and drag it into the text
document. _Try to drop/insert the field at the very end of the document_.

As soon as the drag cursor enters the text area, Writer automatically scrolls
the document up, away from the editing cursor and the desired target.

There are a number of partial workarounds, e.g. avoiding the top of the text
window and dragging the item in from the side, but none completely alleviate the
problem.

This problem would be solved if the spec attached to Issue 53167 were completed
and implemented.

Please re-open this issue, move it to framework, or open a new issue--whatever
is best to make sure this is addressed.
