This is simplistic to reproduce: - open a text doc - type a line or two of text - insert a table - insert some text after the table - position cursor in table - ensure that the window isn't so wide that the tale toolbar shows up on the same line as other toolbars - put cursor at top of document - press down arrow repeatedly while trying to track its position When the cursor is in the table, the table toolbar shows up, this expands the size of the toolbar area, which causes the document to shift down. Users attempting to follow the cursor position need to adapt to the shift in window contents. Personally I find this to be very irritating. Being able to fix the toolbar size at some minimum would eliminate this.
