I don't think this is needed.
The default is "Notes ON" which means "Notes OFF" is a deliberate choice.
If you do that, you *know* notes exist but you choose to hide them for i.e.
better reading.
Just like "hidden paragraph" or "hidden sections", when they are hidden, they
ARE hidden. Not "half" hidden.

What does the I-Team think?
