First problem is, that the document is not opened in Web layout which is already
tracked in issue 56913 (switch to View.Web layout manually in Writer as
workaround).
however, when switching to web layout some of the positions are not ok lower in
the document. There are some drawing groups, which overlap the text frames. The
problem is, that even in weblayout it is not allowed for any kind of objects to
be partly displayed out of the page border (see, when changing to 100% zoom in
MS Word).
This is tracked in issue 63535.
