It means that we cannot benefit from this feature for all our existing forms and it requires extensions to the ODF format which creates non-ISO-standard documents. It would be a lot better for users if they could simply switch existing form fields to in-place behaviour. I'd go so far to say that no one would complain if the pop-up UI were completely scrapped in favour of in-place editing.
