I've just noticed something in example 1 (paragraph background coloured) that I
believe is strange and inconsistent.

Assuming that the background colouring is showing what is the paragraph area,
where there is no wrapping around the frame that area corresponds to the actual
text area after before and after text spacing has been taken into account. But
where there is wrapping (right-hand text column abutting the image), the
background colouring extends to the left, outside of the actual text area.

This isn't consistent. I would have expected the background colouring for the
wrapped paragraphs in the right-hand column to not extend beyond the actual text
area, as is the case for the unwrapped paragraphs.

Perhaps there are more than just one problem here.

I don't know what the correct terminology to use is. It appears that left and
right margins are computed for each paragraph based on the various indentation
settings, which then defines where paragraph content can be rendered (text,
background, etc.). This is what I see for the unwrapped text. If that is the
case, then neither left nor right margins is correctly computed for paragraphs
wrapped around frames (as indicated by the background colouring). The other
problem could therefore be that space before text is applied in the wrong place
for wrapped paragraphs. It appears correct only if there is no background
colouring.
