This is only the case for a new unsaved document in "Web layout". After saving the document the first time, the "New Window" is active. Btw, this was not the reason I filled the issue. It's not even a really annoying bug. I filed the issue because in "Web layout" after using "New Window" the two views of the document "forget" that they are displaying the same document.
