In your first description you complain that the "Formatting Toolbar" disappears. As I described before, we have a context sensitive user interface. A toolbar which is context sensitive (e.g. the "Formatting Toolbar") and the current context doesn't contain the functions for the "Formatting Toolbar", the "Formatting Toolbar" will be hidden. There is only a function available "via View - Toolbars" to hide a context sensitive toolbar permantently. You cannot "define" that a toolbar loses its context sensitiveness. If you are sure that you cannot hide a toolbar persistently, then this would be a bug.
