Actually I'd rather consider this a 'request for enhancement' than a defect.
Also the target 3.1 is somewhat optimistic. Anyway, this needs to be specified
carefully. One possible approach would be to change the mapping ascii digits ->
Western script in i18n to ascii digits -> Weak script. But we should keep in
mind that this also affects Asian users and will change the layout of tons of
existing documents.
