2008 -------
my complete description:
1-when justified it adds some random dashes.
2-the CTL (tools-> options-> language settings-> languages) is set to farsi.
3-when CTL is set to arabic this does not happen.
4-with some fonts which are not farsi fonts like bitstream this did not happen,
but with most farsi fonts like Homa,freefarsi and Nazli it shows the dashes.
5-I found some same issue reports on OOo:

and:
http://www.openoffice.org/issues/show_bug.cgi?id=28203
6-these dashes("kashida"s) are common in arabic language writing structure but
they are not used in farsi.
7-in issue 49343 they say if you change the CTL to arabic the problem gets 
solved.
8 FINALLY:
my guess is that:
farsi CTL is taken from arabic, after farsi has got dependent this issue has
become solved in arabic but not in farsi.
