Sure the window is not open at all? 
Maybe it is "just" opened on the wrong monitor or hidden behind some other 
window.
As the reporter wrote in the initial comment, it looks "as
expected if the Autocorrect settings window was open"
Maybe it is placed at the very edge of the screen, or even outside the visible
area (if maybe multi-monitor mode was active while starting that instance, but
inactive when opening the dialog). I don't have a multi-monitorsetup (nor
windows), but I think that would be an explanation.
Try to move the window using Windows's shortcuts (not sure whether it is
<alt>+<F7> like in most linux-configuration, in doubt look at the menu in a
visible window). That might help to get it visible. Or dismiss the dialog with
<alt>+<F4> and try whether that brings the main OOo window "back to life". If
that is the case, it is a just a placement problem.
