I am running 1.9.87 and I experienced a similar problem with 1.9.84.

On a different machine this afternoon, I noted that 1.9.87 does not exhibit this
problem if I import 1.1.4 settings on installation.

I typically notice the problem only on new installs, so there must be some way
of setting it (the zoom) so it is saved.  If I knew which file was the
configuration file, I could monitor it to see.  But right now, I'm not even sure
I know when the application configurations are intended to be saved (when the
application closes or when the settings are applied?).

Anyway, here is the click-by-click on (XP/SP2):

(1) Start Menu > OpenOffice.org Writer
[application starts - view appears to be 100%]

(2) click on the view menu
[menu opens - zoom option is at the bottom]

(3) click on the zoom option
[option appears (radio buttons) - 100% is selected]

(4) select page width [selects] and click "OK"
[back at editing window - display properly zoomed to 100%]

(5) click "X" on top right to close application (also tried file exit - same 
result)
[OpenOffice closes (no edits so I'm not asked to save anything)]

(6) Start Menu > OpenOffice.org Writer
[application starts - view appears to be 100%, though I expect "page width"]

Since I was thinking about it, I tried something else ... 

(1) I opened a window and edited a file.  
(2) While editing, I set zoom = "page width".  
(3) I saved the file.
(4) I closed OpenOffice.  
(5) I re-opened OpenOffice.  

result: zoom = 100% :-(.  

(6) I closed OpenOffice.  
(7) I double-clicked the file that I had saved (to open with OpenOffice).

Result: zoom = "page width"

If I repeat step 4 and 5, I get the result of step 5.  Repeating steps 6 and 7
gives me the result of step 7.
